液化气储罐区的消防安全

[摘要]由于缺乏必要的消防知识、安全意识淡薄以及消防执法部门监督不到位等原因导致液化气储罐区存在一定的火灾隐患。通过分析上海油气加注站和山西渭南饲料添加剂厂的两起重大爆炸事故案例,从气体爆炸三要素:可燃物、助燃物和点火源入手,总结了预防火灾事故发生的措施和消防灭火中应注意的问题,提出液化气储罐区消防的重点是预防,如果火灾已经发生,消防灭火的核心任务则是防止 2 次爆炸。

[Abstract]

There are fire hazards in LNG tankfarm for the reasons,including lack of necessary fire protection knowledge and safety consciousness,inattentive supervision on the fire extinguishment authorities,etc. Two fire and explosion cases in oil & gas filling station in Shanghai and the feed additive factory in Weinan,Shanxi are given and analyzed. Starting from fuel,combustion-supporting material,ignition source,the three elements of gas explosion,the measures to prevent fire accidents and the problems to be focused to in fire fighting are summarized. It is considered that the key point in fire protection for LNG tankfarm is to prevent fire,if the fire were occurred,the next step in fire fighting would prevent the secondary explosion.

液化气储罐存储大量易燃、易爆物料,对人员的生命安全构成了极大威胁[1]。当罐区发生物料泄漏或有压缩空气进入储罐时,液化气与空气混合形成具有爆炸性的混合气体。若混合气体中物料浓度处于爆炸极限内,给以大于该物料的最小点火能,即会导致燃烧爆炸。液化石油气的最小点火能很低,仅 0.2 mJ,相当于一根铁钉从 1 m 高自由落下碰在水泥地面上产生的能量[2]。
