天然气长输管道SCADA 系统建设与改进
Construction and improvement of SCADA system in long-distance gas pipeline
天然气长输管道SCADA 系统软件平台多为国外厂商开发,国内企业SCADA 系统均由专业公司建设,企业人员在系统建设时期投入人力不多,对系统的了解和掌握不深,后期运行维护多委托专业公司,给企业带来不便,且增加了运行成本。基于此,提出以下改进措施:国家相关部门应尽快制定一套标准,以便指导、规范企业建设SCADA 系统;SCADA 系统建设需要考虑企业未来的发展,明确该系统在经营管理中的角色,确定系统建设的广度和深度;同时,投入相应数量的人员从事系统建设开发,以便为系统后期运行维护提供技术储备。
Most of the SCADA system software platforms in long-distance gas pipeline are developed by foreign manufacturers, and the SCADA systems used by domestic enterprises are all constructed by professional companies. Since few manpower was invested during the system construction period, domestic enterprises don’t have a deep understanding and master of the system. So the system operation and maintenance are often entrusted to professional companies, bringing inconvenience to them and increasing operating cost. Based on this, following improvements are proposed that relevant national departments should formulate a set of standards as soon as possible for guiding and standardizing the construction of SCADA system; future development of enterprises should be considered and role of the system in operation management should be defined, in order to determine the breadth and depth of the system construction; besides, an appropriate number of personnel should be invested in the system construction and development, so as to provide technical reserves to the system operation and maintenance in later period.
