【目的】目前中国进口LNG产业面临储备能力低、调节市场供需冗余能力小、进口成本偏高的困境,与此同时中国新型电力系统发展面临“双高”问题,即高比例可再生能源和高比例电力电子设备,导致电力供应的间歇性、随机性、转动惯量缺乏等问题。【方法】通过分析LNG存储基础设施现状、进口LNG价格发展趋势、LNG发电优势等,阐述了建立LNG战略储备的可行性和必要性。并从新型电力系统的三个不同发展阶段,探讨了在可再生能源发电占比不断提高的条件下,新型电力系统所面临的潜在问题,以及进口LNG、天然气发电在新型电力系统运转中的重要作用。【结果】在新型电力系统的发展过程中,进口LNG在低渗透率阶段可作为清洁能源代替以煤炭、石油为代表的传统化石能源提供发电燃料,在中渗透率阶段可为天然气管网与新型电力系统提供调峰服务以及其它辅助服务,在高渗透率阶段可通过提供必要的转动惯量、备用服务、黑启动辅助服务协助支撑新型电力系统的稳定运行。【结论】在“双碳”目标引领下,可再生能源发电的占比将不断提高,并逐渐成为主要发电能源。而天然气发电能够在新型电力系统发展的各个阶段提供必要的辅助服务,是构建新型电力系统的重要一环。如今,全球天然气市场供需宽松,可低价进口LNG形成战略储备,推动进口LNG产业与新型电力系统的融合发展前景广阔。

【Objective】 At present, China's imported LNG industry is facing the dilemma of low reserve capacity, small redundancy ability to regulate market supply and demand, and high import cost, while the development of China's new power system is facing the problem of "double high", that is, high proportion of renewable energy and high proportion of power electronic equipment, resulting in intermittency, randomness, and lack of moment of inertia in power supply. 【Methods】 The feasibility and necessity of establishing LNG strategic reserves were expounded by analyzing the current situation of LNG storage infrastructure, the development trend of imported LNG prices, and the advantages of LNG power generation. From the perspective of three different stages of development of the new power system, the potential problems faced by the new power system under the condition of increasing proportion of renewable energy power generation, as well as the important role of imported LNG and natural gas power generation in the operation of the new power system, are discussed. 【Results】 In the development process of the new power system, imported LNG can be used as a clean energy source to replace the traditional fossil energy represented by coal and oil to provide power generation fuel in the low permeability stage, peak shaving services and other auxiliary services for the natural gas pipeline network and the new power system in the medium permeability stage, and the stable operation of the new power system can be supported by providing necessary moment of inertia, standby service and black start auxiliary services in the high permeability stage. 【Conclusion】 Under the guidance of the "dual carbon" goal, the proportion of renewable energy power generation will continue to increase, and gradually become the main power generation energy source. Natural gas power generation can provide necessary auxiliary services at all stages of the development of the new power system, and is an important part of the construction of the new power system. Nowadays, the global natural gas market has loose supply and demand, and LNG can be imported at low prices to form a strategic reserve, which has broad prospects for promoting the integration and development of the imported LNG industry and the new power system.
