为了保障能源安全和实现“双碳”战略,在大力提高油气储备能力建设的同时,亟需加强大型油气储存设施的风险管控。针对大型石油储库在数据库建设、风险预测与预警、应急决策支持方面存在的问题,并结合GB/T 42097—2022《地上石油储库完整性管理规范》的总体实施要求,对平台运行过程中的关键技术进行了优化:建立了大型石油储库风险管控一体化平台的核心架构及全生命周期数据库;形成了基于多米诺效应的定量风险评价方法;建成了应急决策支持子系统,并通过改进Dijkstra算法,构建了储库应急救援路线优化模型,开发了火情分析算法及应急无人机平台。以中国石化舟山储库为示范,建立全寿命周期风险管控一体化平台,从全生命周期数据管理、风险预测与预警、应急管理等多个方面提高了储库的管理与安全决策水平。研究结果可为石油储备库的安全运行提供技术支撑。
This paper analyses the problems in database construction, risk prediction and early warning, and emergency decision support of large oil reserve depots in China, and conducts research on the key technologies lacking in the integrated platform for oil reserve depots risk control. Based on the general implementation requirements of GB/T 42097-2022, the core architecture of the integrated platform for oil reserve depots was proposed, a database for the whole life cycle of oil reserve depots was established, and a quantitative risk evaluation method based on the domino effect was formed. The emergency decision support sub-system was developed, and through improving the Dijkstra algorithm, an emergency rescue route optimization model for oil reserve depots was formed, and a fire analysis algorithm and an emergency drone platform were established. Taking Sinopec Zhoushan oil reserve depots as a model, this paper developed an integrated platform for full lifecycle risk management and control has been established, which effectively enhance the management and safety decision-making level of the reservoir from multiple aspects such as full lifecycle data management, risk prediction and early warning, and emergency management. The research results can provide technical support for risk management, risk prediction and warning, and emergency decision-making support throughout the entire lifecycle of oil reserves.
