摘要:: [目的]在“双碳”战略目标下，天然气多元化供应结构的形成、进口依存度的攀升为煤制天然气的发展带来了新的机遇，但资源终端市场竞争力不强、高碳排放等环保问题仍是面临的长期挑战。合理评估煤制天然气产业发展空间，制定科学的外输管道建设方法，有利于推动现代化油气基础设施体系的构建。[方法]通过深入分析煤制天然气产业建设现状，明晰了煤制天然气产业未来发展规律，综合研判行业发展机遇与市场挑战，提出了一种基于资源不确定性分析的煤制天然气外输管道分阶段建设方案优化方法。以落实资源为基础、国家及地区政策要求为上限，确定了不同梯度的煤制天然气资源外输情景，分步采取扩大管径、增加压气站、建设复线的单一或组合方式，最终形成可兼顾不同资源情景需求的煤制天然气外输管道综合建设方案。[结果]工程实例应用验证了优化方法的有效性，可为同类资源不确定性的外输管道提供一种新的设计思路，有效降低管道的一次性投资成本，对于从供应链视角出发优化天然气管网建设具有积极意义。[结论]建议未来在公平开放的管网运营机制下，发挥资源供应生产商、管网建设运营商、分销商及最终用户各方优势，形成煤制天然气供应链持续稳定的供需格局，保证资源上载型管道的使用效率，增强管网风险管控能力。

Abstract:: [Purpose]Under the carbon peaking and carbon neutrality goals，The diversification of natural gas supply and the increase in import dependence have brought new opportunities for the development of coal-based SNG. However，the weak competitiveness in end market compared to the LNG resource and environmental issues，such as high carbon emissions，pose long-term obstacles to the industry. Reasonably evaluating the development space of coal-based SNG industry and formulating scientific methods for the export pipelines construction are conducive to promoting the construction and development of a modern oil and gas infrastructure system. [Methods]Through in-depth analysis of the current construction situation of coal-based SNG industry, combined with industry policy opportunities and market competition challenges, the future development laws of the coal-based SNG industry are clarified. A phased construction plan optimization method for export pipelines based on uncertainty analysis of coal-based SNG resources has been proposed. This method is based on the determined resources, with the national and regional policy requirements as the upper limit, forming coal-based SNG resources scenarios with different gradients. A comprehensive construction plan for coal-based SNG export pipelines that can meet the needs of different resource scenarios was achieved through a single or combined approach of expanding pipeline diameter, increasing compressor stations, and constructing double tracks. Further combining the resource allocation and transportation capacity of the existing natural gas pipeline network system, identify the transportation bottleneck of the original system after coal-based SNG export pipeline connected, and achieve the overall optimization of the natural gas pipeline network system.[Results] The effectiveness of this method has been verified by engineering examples. The proposal of this method provides a new optimization design approach for similar upload pipelines of resource uncertainty type, which can effectively reduce one-time investment in the pipeline network and has a significant impact on optimizing natural gas pipeline construction strategies from the perspective of the supply chain. [Conclusion]Finally, relevant suggestions are put forward, it is pointed out that under a fair and open pipeline operation mechanism, it is necessary to leverage the advantages of resource supplers, pipeline construction operators, distributors, and end-users share risks, and form a sustainable and stable supply and demand pattern in the coal-based SNG supply chain, ensuring the efficiency of resource uploading pipelines and enhancing the risk control ability of the pipeline network.
