油气管道施工经常遇到水网、高地下水位、地下障碍物穿越或从规划区穿越等问题,导致水网和农田沟渠埋深不足、沿线路由占压,给管道运营带来安全隐患。基于法规、施工、运营管理等角度,提出了在设计阶段处理此类问题的注意事项,并指出:《中华人民共和国石油天然气管道保护法》等部分规定的可操作性不强,存在实际用地补偿机制无法与相关法规有效结合的问题;设计人员在路由选择和优化、材料选购及施工图设计过程中应充分考虑规划等部门的要求,并结合施工及运营管理要求,统筹考虑各方利益;GB50253—2014《输油管道工程设计规范》和GB50251—2015《输气管道工程设计规范》应增加关于保护范围规定的条款;政府相关部门应努力解决管道建设与城乡发展之间的矛盾,科学规划,避免土地重复出让等问题;地区管道运营企业应加强与地方政府的工作衔接,完善报备机制。(表3,参[24]

Water network, high groundwater level, underground obstacles crossing and planning area crossing are often encountered during oil and gas pipeline construction, leading to the insufficient burial depth of pipeline in water network and farmland ditch and route occupying along the pipeline, which bring potential safety hazards to the operation of pipeline. In this paper, the considerations to deal with such problems in the design stage were put forward from the aspects of regulation, construction and operation management. In addition, some suggestions were proposed. Some of the provisions in the Pipeline Protection Law of the People’s Republic of China and other laws are not of strong operability, and the land compensation mechanism and related regulations shall be combined effectively. During route selection and optimization, material purchase and construction drawing design, designers should fully consider the requirements of the planning agencies and the requirements of construction and operation management so as to take the interests of all parties into consideration as a whole. Engineering Design Code of Oil Pipeline (GB 50253-2014) and Engineering Design Code ofGas Pipeline (GB 50251-2015) shall be added with the provisions of protection scope. Relevant government departments shall try to resolve the contradiction between pipeline construction and urban & rural development and carry out scientific planning to avoid repeated land transfer and other issues. Regional pipeline operators shall strengthen the link with the work of local governments and improve the reporting mechanism. (3 Tables, 24 References)
