目前,随着中国能源结构调整及油气管道行业深层次变革,长输油气管道集中调控企业面临着前所未有的机遇与挑战。以中国石油天然气股份有限公司北京油气调控中心为例,利用PESTEL等分析模型,对长输油气管道集中调控企业发展环境进行分析。结果 表明:未来该类企业必将在中国大的能源格局中发挥关键作用,具有较好的发展前景。在分析集中调控企业优势及存在问题的基础上,采用企业战略管理基本研究方法,为集中调控企业制定了合理的总体层战略和职能层战略。研究认为需要确立集中调控企业管道运营主体地位,从结构优化、成本控制、技术创新、人才保障、风险管控及文化引导等方面强化战略实施,促进该类企业实现可持续发展,保证其发挥最大效能。(参[29]

At present, with the adjustment of national energy structure and the deep reform of oil and gas pipelineindustry, the centralized control enterprises of long-distance oil and gas pipeline are facing unprecedented opportunitiesand challenges. In this paper, PetroChina Oil & Gas Pipeline Control Center was taken as the example to analyze thedevelopment environment of the centralized control enterprises of long-distance oil and gas pipeline by means of analyticalmodels, e.g. PESTEL. It is indicated that the centralized control enterprises of long-distance oil and gas pipeline willinevitably play a key role in the national large energy pattern in the future, and will present a promising developmentprospect. After the advantages and problems of centralized control enterprises were analyzed, the basic research methodof enterprise strategic management was adopted to formulate the reasonable overall strategy and functional strategy forcentralized control enterprises. In conclusion, it is necessary to establish the dominant position of centralized controlenterprises in pipeline operation, and strengthen the implementation of the strategies from the aspects of structureoptimization, cost control, technology innovation, talent guarantee, risk control and cultural guidance, so as to promote thesustainable development of such enterprises and ensure their maximum efficiency.
